This is for folks who love to dig and dig deep into how Federal Appropriations are arrived at, all other folks forget it because this may drive you nuts as it is loaded with government speak. With that said:

START HERE: Principles of Federal Appropriations Law: Third Edition (As of today use the Index and Table of Authorities August 6, 2010 link):
The Principles of Federal Appropriations Law, commonly referred to as the Red Book, is a multi-volume treatise published by GAO concerning federal fiscal law. The publication provides text discussion with reference to specific legal authorities to illustrate the principles discussed, their application, and exceptions. The legal authorities include GAO decisions and opinions, judicial decisions, statutory provisions, and other relevant sources.

Note: Folks may find some very interesting court cases in both of the above, but as I said you will have to dig and dig deeper into the above.
